Step 1: Prepare the Required Information

Before beginning the registration process, gather the following:

For Individual (Sole Proprietorship):

  • Copy of National ID (for Rwandans)
  • Valid passport (for foreigners)
  • Proposed business name
  • Business activity/sector
  • Physical business address

For Companies (LLC, PLC):

  • Proposed company name

Step 2: Visit the RDB Business Registration Portal

All business registrations are processed online via the Rwanda Development Board’s Irembo portal.

  • Submit your application

Step 3: Choose a Business Type

Rwanda recognizes the following legal structures:

  • Sole Proprietorship
  • Private Limited Company (Ltd)

  • Non-Governmental Organization (NGO)

  • Branch/Subsidiary of a Foreign Company

Note: For foreign companies, you will need notarized incorporation documents from your home country and a local representative.

Step 4: Name Reservation

The system will automatically check your proposed business name against existing records. If approved, it will be reserved immediately as part of your registration process.

Step 5: Submit and Receive Certificate

Once you’ve submitted the form:

  • RDB processes your application within 6 hours (same day service)
  • Upon approval, you will receive:
    • Certificate of Registration
    • TIN (Tax Identification Number)
    • RSSB Registration (Social security compliance)

You can download your certificate directly from your online account.

Step 6: Open a Corporate Bank Account

With your certificate and TIN, proceed to open a business bank account in Rwanda. Banks typically require:

  • Certificate of registration
  • TIN certificate
  • Business owner’s ID/passport
  • Resolution to open account (for companies)

Step 7: Comply with Post-Registration Requirements

Once registered, businesses must:

  • Register with Rwanda Revenue Authority (RRA) for VAT if applicable
  • File monthly tax declarations
  • Pay RSSB contributions for employees
  • Maintain accounting records in line with Rwandan standards

Optional: Apply for Sector Licenses or Permits

Some industries (e.g., finance, healthcare, mining, telecom) require additional sector-specific licenses. RDB or relevant ministries will guide you on application procedures.
