A Step-by-Step Guide by the Rwanda Development Board (RDB)

Rwanda offers one of the most streamlined and business-friendly environments in Africa. Thanks to digital innovation and progressive policies, registering a business in Rwanda is fast, simple, and entirely free of charge.

This comprehensive guide walks you through the official RDB registration process—whether you’re a local entrepreneur or a foreign investor.

Why Register a Business in Rwanda?

  • Zero registration fees
  • Online registration in under 6 hours
  • Access to legal protections, finance, and government tenders

Step 1: Prepare the Required Information

Before beginning the registration process, gather the following:

For Individual (Sole Proprietorship):

  • Copy of National ID (for Rwandans)

  • Share capital (minimum RWF 100,000 for an LLC)
  • Registered business address
  • Memorandum and Articles of Association (optional, standard templates are available)
  • Email and phone number

Step 2: Visit the RDB Business Registration Portal

All business registrations are processed online via the Rwanda Development Board’s Irembo portal.

On the portal, you can:

  • Create an account or sign in
  • Fill out the online registration form
  • Search and reserve your business name
  • Upload necessary documents (if required)
  • Submit your application

Step 3: Choose a Business Type

Rwanda recognizes the following legal structures:

  • Sole Proprietorship
  • Private Limited Company (Ltd)
  • Public Limited Company (PLC)
  • Non-Governmental Organization (NGO)
  • Cooperative
  • Branch/Subsidiary of a Foreign Company

Note: For foreign companies, you will need notarized incorporation documents from your home country and a local representative.

Step 4: Name Reservation

The system will automatically check your proposed business name against existing records. If approved, it will be reserved immediately as part of your registration process.

Step 5: Submit and Receive Certificate

Once you’ve submitted the form:

  • RDB processes your application within 6 hours (same day service)
  • Upon approval, you will receive:
    • Certificate of Registration
    • TIN (Tax Identification Number)
    • RSSB Registration (Social security compliance)

You can download your certificate directly from your online account.

Step 6: Open a Corporate Bank Account

With your certificate and TIN, proceed to open a business bank account in Rwanda. Banks typically require:

  • Certificate of registration
  • TIN certificate

Step 7: Comply with Post-Registration Requirements

Once registered, businesses must:

  • Register with Rwanda Revenue Authority (RRA) for VAT if applicable
  • File monthly tax declarations

Some industries (e.g., finance, healthcare, mining, telecom) require additional sector-specific licenses. RDB or relevant ministries will guide you on application procedures.
